Market forces would be fine if competition exists....
There is little to no competition in the ISP industry today.
In an ideal environment, you would have 4-5 ISPs that you could choose from for broadband service. If one of them implements a non-net-neutral policy, you would see subscribers switching to another provider. So marked forces would definitely correct for anti-consumer behavior by ISPs.
Unfortunately, though, you can't expect market forces to correct when there isn't competition in the market. That's the problem that exists today. As a result, you need the net neutrality rules to protect the consumer from monopolistic practices by ISPs.
